Third National Bank appeals from the District Courts denial of the banks motion to reconsider an order dismissing the banks appeal in bankruptcy. The District Court determined that no filing fee was received with the notice of appeal in Bankruptcy Court and that no designation of record had been filed in accordance with Rule 806 of the Bankruptcy Rules and local rule 4; accordingly, the court dismissed the banks appeal. We reverse.
